A common problem with underwater housing is the photo quality. Because your camera is more or less in a plastic bag, the photos you take are distorted. (Please note that putting your camera in a plastic bag WILL destroy it.) The cheap, unreliable plastic housing for your camera is over your budget by about $20.00. It's cheap, and you get what you pay for, I guess. Why risk your camera?
Your best bet would be to invest in a waterproof camera. These can obviously be used out of water, too. The Fuji preforms very well -- up to 10FT in water. It is wonderful out of water as well, with plenty of settings. I have not tried the Olympus, but it is a reputable brand, and is on an incredible sale. Either camera would suit you well.
I know that this isn't what you asked for, but I had this same problem, and found that waterproof housing is expensive! This is your best option. Good luck!

Worth it to sell my digital camera and get another one? Or just buy a waterproof bag?
Kae
The Aquapac (waterproof bag) I need is about $40 and the camera I would buy is about $70. I bought my camera for (I think...) around $299 2, 2 1/2 years ago. However, I also found a waterproof case for cameras that's only $15. So I could buy that and risk it, buy the nicer waterproof bag and spend almost as much on it as I would on a new camera, or just get the new camera.
And there's also the question of selling my camera (for around $150-200 I think. Is that a good range to consider selling for? Something in there?)... I don't use it very often unless I'm taking snapshots or something. Otherwise (much more often) I just use my dad's Nikon D40. I still have my old (albeit beaten up) digital camera. So I could just use that in an waterproof bag I guess...
Cheapest option would be to get the cheaper bag and hope it works. Most expensive would be to buy a new camera. And then there's selling my camera..... I don't really want to unless I'm getting a new one, so.... Ugh. I'm so confused. What should I do? I hope I didn't confuse anyone too much... :/
Answer
I would not trust a $15 waterproof case.
As far as how much you should sell your camera for, It is really going to depend on the brand, model, and specs. The prices can vary a great deal. $150 sounds reasonable, but more info is needed. Check on Ebay for what that current price of that model is.
Probably the water proof bag is the best way
