In your opinion what is the best waterproof camera for the money?

The camera that has been getting lots of press and is highly rated by everybody I've read is the Nikon CoolPix AW100.

What is the best rugged, waterproof, shockproof, frezeproof, and dustproof camera under 250$.?

I need a camera good for under water and above that takes good pictures. I have look at a fujifilm xp100 it looks good but some reviews ane not good, but lots of proof cameras had good and bad reviews. PLEASE HELP!!!!!

Nikon AW100 is the best waterproof camera I have ever seen, but will cost bit more.....
Next is Sony TX 20
last one is Canon D20
