Cameras are very sensitive electronic devices. And the models you're looking at are expensive enough that you don't want to use them once & have them malfunction. If you get sand or water in your new camera, it will not be covered under the warranty service.
That said, if you are a very very careful person, and don't allow any sand or water to get in, on, or near your camera you certainly can take it to a beach. If you tend to be someone who can be careless, or gets caught up in the excitement of being somewhere & will forget to safeguard the camera, then only take a ruggedized, waterproof camera with you. There are compact models available from diff. manufacturers. Take a camera-specific lens cloth with you to gently wipe the lens if it should get some sea spray on it. You won't want spots on your pics....
The other thing to keep in mind is that the electronics in cameras do not like extremes of temperatures (either hot or cold). So you also have to be careful about not exposing your camera to such or, at least, knowing how to transition the camera between temps so it doesn't develop moisture in its parts. That could be a camera killer.
I hate to sound like a wet blanket, it's always a challenge to buy a new camera & head right out on vacation with it (especially a DSLR) - because you may not be able to easily figure out how to use it in the heat of trying to catch a great shot. Bring a photocopy of some key usage pages from the camera's User Guide with you.

sorry but "professional" and "low budget" do not go together, especially not for $100 or less.
Your best bet is a decent used point-and-shoot digital camera that can also shoot video, like a Canon Powershot A640. Check the reviews at dpreview.com and keep a look out for the best ones.
