Q. It needs to be able to take pictures very close up, long exposure 5 seconds +, and video recording.
Also a rechargeable battery, waterproof, & that it's lens does NOT zoom out and in.

ALL...waterproof cameras have a lens that does not extend. If they were able to zoom/extend, then they wouldn't be waterproof, would they?
One of the best models currently available is the Panasonic DMC-TS3. In a review of waterproof cameras a few months ago, it was the overall best performer. The Sony DSC-TX10 was a close second. Avoid models from Olympus and Fujifilm, because they perform poorly.

Both cameras record Full HD movies and come supplied with a rechargeable Lithium battery and charger. The Panasonic DMC-TS3 has a minimum shutter speed (long exposure) of 60 seconds and the Sony DSC-TX10 has a min. shutter speed of only 2 seconds.

i'm looking for something that is pretty cheap in price.. but good in quality. I'm going to Hawaii soon and wish to take LOTS of underwater pictures.. i have a Canon Rebel XSI but im not really comfortable with taking it underwater. Any ideas?

Have a look at the pentax w90.
It is pretty much everything-proof, dust, sand, mud, shock and water proof. So it is a GREAT camera to take on holiday.
it has some other great features like HD movie capture and 12 mp.
it is pretty cheap as well, around $330 which is cheap for a camera like this.
I dont know much about the ex-g1 so i cant help you there.
