What is a good waterproof camera?

I am going to Costa Rica for 2 weeks over the summer and i'll be doing things like learning to surf and other activities. I want a camera that is durable and will last me the whole trip and a while after. It can't just be durable though, I want high quality pictures too as Costa Rica is a once in a lifetime experience. I just want to know some personal opinions on what worked for them, within a reasonable price range like $200-$300.

Is there a such thing as a completely waterproof camera. I'd like to videotape and/or take photos of my dad surfing. It needs to be able to go at least 5-10 feet underwater so i can duck under waves sometimes.
How much would this camera cost me and where to i get one??
