its supposed to be dustproof and waterproof, and ive tried it in tap water and fresh water and its fine. and since its waterproof, it should be able to go into a pool with chlorine, right? and what about salt water? thanks to anyone who has an answer
Answer
I would imagine that you should be able to use it in salt water (otherwise what's the point - it would be very limiting to only be able to take a picture at a freshwater lake). However, read your instruction manual, it might say there. If it does not, contact Pentax and ask them.
All water actually corrodes metal (not just salt water). But I'm assuming the Optio is protected by a sturdy plastic waterproof casing.

Sorry to tell you but it sounds like your camera is dead and nothing you can do to save it. Water and electrical circuits don't work well together.
Once a camera (without any waterproof protection) is submerged in water it is very difficult to save it. Since it has been dropped in salt water it is even more difficult because the salt will corrode the camera more severely. If it was partly dropped in water and dried immediately with a blow dryer and all the internal parts are thoroughly dried, then maybe there is a chance of it still working. Waiting until you got home probably was still too long to wait.
Try using new batteries in the camera to check that it's not working due to faulty batteries.
