I have a young niece and nephew who do no sit still for anything, and want a camera that can catch them in the moment very quickly. I also need it to be be submersible, shock proof, and freeze proof.

Generally a DSLR or mirrorless system camera is best for capturing stills from action, but those are not waterproof without expensive housings.
Among the compact waterproof cameras, the Panasonic Lumix DMC-TS4 lists in its specifications: Continuous drive Yes (3.7 fps)

That's very good for a compact. Don't expect your action pictures to be sharp indoors.

It seems that the waterproof camera that really delivers quality images is the Canon D10. It looks really cool, one giant cyclops' eye of a flash.
