I have a young niece and nephew who do no sit still for anything, and want a camera that can catch them in the moment very quickly. I also need it to be be submersible, shock proof, and freeze proof.

Generally a DSLR or mirrorless system camera is best for capturing stills from action, but those are not waterproof without expensive housings.
Among the compact waterproof cameras, the Panasonic Lumix DMC-TS4 lists in its specifications: Continuous drive Yes (3.7 fps)

That's very good for a compact. Don't expect your action pictures to be sharp indoors.

It seems that the waterproof camera that really delivers quality images is the Canon D10. It looks really cool, one giant cyclops' eye of a flash. It was one of the most responsive cameras to use, and at the same time it produced some of the sharpest and most detailed images of all the cameras in the group at lower ISO settings. On the downside the 3x zoom with no wide-angle capability might be a bit limiting in some situations. it is also the least compact camera in the group.
