What's a good product to water-proof my camera?

I have a Canon DSLR and I want to take videos and pictures in the rain, but I don't know of any good products that will keep my camera from being damaged by snow or water. I already know of Optech and Aquapac, but I still want to keep my options open for other products that are cheaper and better than these that I have listed. Can any of you please help me in figuring out what's best for my camera?

I'm going scuba diving on vacation and want to take pictures while im down there, maybe even video. I plan on going about 40ft down. what is a reasonably priced ($50-$100) camera I can buy?

Sorry, but it's very unlikely that you will be able to get _any_ underwater camera system for a price that low -- not as new, anyway. You can look on Amazon or eBay for secondhand cameras, but even then you'll be lucky to find something that cheap (and if you can, be very careful).

Bear in mind also that most purpose-built underwater cameras are usually rated to at least recreational diving depth limits (40-45 m, 130-140 ft). Something that's described as 'water-resistant to 15 m (50 ft)' is most likely intended only for surface use, and may not actually be operable at that depth (because compression/distortion of the casing may jam the controls).

Several companies (e.g. Sea&Sea, SeaLife, Belle Epoque) make amphibious (digital) compact cameras that cost around US$ 150-300 new, and are good to recreational depths. But don't expect to be able to take anything other than 'snapshot'-type pictures with this kind of camera -- especially at the cheaper 'fixed-focus' end of this market -- unless you also invest in attachments such as macro (close-up) lenses, wide-angle lenses, external strobes, etc. (which obviously push the total price up).

If you already own a camera (film or digital, compact or SLR), you could also look into getting an underwater housing for it. Your camera manufacturer may actually sell a proprietary housing, or you could look into companies such as Ikelite, which make more generic housings for multiple (but not all) brands/models of modern cameras. However, because it's a niche market, underwater housings are usually as expensive as the original camera, if not more so.

Provided your camera has a 'close-focus' (10 cm to 1 m) setting, a housed camera can be used for basic macro-photography (which is recommended as a good starting point for beginners, since the results tend to be consistently better) using just the camera's onboard flash. That said, you would probably get better macro results with an external strobe, and a strobe (along with a dome port, which not all housings will accommodate) is essential for wide-angle shots.
