Is 5m just splash proof or can I actually take it in the beach with me?
I want to know how waterproofit really is.

Really? How about some common sense. It's guaranteed to 5M. Beyond that? it's not guaranteed not to leak. The pressure of the water will push water into it at some point. The end for your camera.

where could i get a cheap under water camera?

my birthday is coming up, on the 13th, but my dad is taking me to get one on the 12th. i can't spend anymore than $100, i was wondering what's a good brand, and where would they have them? would they have them at best buy?

also, i'm looking online -- and if it says water proof, does that mean it can go under water?

Any camera that states it can be used underwater will have a depth rating, i..e how far under water it can go and still be expected to work. Most of the cheaper items are only good for 10ft-20ft/3.5-6.5m and that is assuming they don't get knocked.
Probably one of the cheapest will be something like a Vivitar 8426 , waterproof to 10ft/3m and 8mp.
If you already have a decent make of camera then you should be able to get a dive housings for it, they are made for most common makes of camera. Usually made of very strong plastic they replicate all/most of the buttons and are protected by single or double O-ring seals. Depth ratings range from 10ft to 200ft+ depedning upon price. In most cases you will pay as much or more for a decent underwater housing for a camera than you do the camera.
An alternative is a 'baggy' style housing, basically a strong double sealed plastic bag, usually good to 15ft or so.
