I would like to take pictures/videos while underwater. Preferably under $100 dollars, but still okay quality.

There is a Nikon Coolpix S30 that costs $100 and the Coolpix S31 costs $125

Both are waterproof and can be used down to 5m and is also shockproof and dustproof

Hey !...Sorry but a decent waterproof cam will cost around $300.otherwise you'l be buying them to throw them away...k so try these :

Sony Cyber-shot DSC-TX10
Nikon Coolpix AW100
Canon PowerShot D10
