best underwater camera 1080p image

Noting super serious. My setup will be something bare bones like only a camera, mic, and steadicam. This is just a hobby for me (for now) I mainly do horror-style stuff, super low budget. I bought a bottle of fake blood and that's it, I am more concentrating on generating good scenes that are creepy and work well without gore.
So the camera:
$500 or less
Does well in low light (CMOS sensors apparently are good for this?)
3.5mm jack for a mic
HD video
I would LIKE it to have some sort of a foot to easily attach the mic, but this is optional as I can probably rig it to attach to my steadicam that I made.
So yeah, suggestions? I was thinking Canon cause they make really good SLR cameras I know, but then they have all these different models for camcorders, then Sony has a lot of similar models, same with Panasonic.

I just did this a few weeks ago (to make videos for a business, nothing fun like a horror movie!). For video, I'm using a GoPro Hero 2. It shoots 1080p, does well in low light (one of the main reasons I bought it), and has a mic input. I bought a hand grip to mount it to, various accessories like the Skeleton case (so you can plug in a mic, usb cable, HDMI, whatever while recording), a screw mount adapter, and a nice external microphone. It may not be what you are looking for, but it was relatively inexpensive (~$400 for the setup) and the results are awesome!
Plus, I use the GoPro as a dash cam in my car. It comes with a bunch of mounts and you can get other accessories. It's a versatile camera (you can shoot underwater if you want!), heavy duty, and shoots well in low light situations. You aren't going to have a viewfinder like other video cameras, but the creativity in how you can frame a shot with a GoPro more than outweighs the lack of a viewfinder. In addition to regular shots, I can attach the camera to whatever to get perspective shots, closeups, and other stuff you can't do with a camcorder.
Overall, it's a great setup and does what I need it to do beautifully. For half the cost of a nice HD camcorder, I get awesome HD footage and way better sound thanks to the (relatively) expensive external mic. Sound is crucial, make sure you get a good microphone!

My budget is 15000. I am not a photography expert. I want a good photo clarity even in evening, decent optical zoom. Which brands are better?

Look , there are two type of cameras..! One is the digital compact camera, and other is the professional one, which we call DSLR camera..! In This range you will not get any DSLR camera..! Like in Nikon the DSLR starts at Rs25000..! Well among the compact cameras i would STRONGLY recommend the Nikon AW100..! This is the first in Nikon's new AW series of waterproof, shock-proof, cold-resistant compact digital cameras ! This is really amazing, you can shoot underwater, it can withstand temperature as low as - 10°C (14°F)..! And it costs around 16000..! On nikon website, it says its MRP is 16,950..! But thats MRP ..! If you go and check it out in market, you will get a decent discount..! Its image clarity is also amazing and it records 1080p Full HD video ! Well in case of brands Nikon and Canon are the BEST..! Among these which is better, that is difficult to say..! Everyone has their own choice.! I personally go for Nikon.! So i would recommend you to buy the NIkon AW100 ..!
