Looking for a waterproof camera that takes good pictures in and out of water. Budget under $100.

Hard question to answer since most waterproof costs you over $150.
The best i can think of is the Kodak Playsport. It's actually a waterproof camcorder, but you can shoot still pictures with it.
If you insists for a waterproof camera, all i could think of is the Kodak C123. It's a 12 megapixel camera that is waterproof to 10 feet. But picture quality is so-so.
If you don't mind spending an extra $60, you can get the Panasonic TS10 at $160 -- which is by FAR a better camera than the above.

Cheap Digital Wateproof Camera?

I want a new camera for Christmas, but I'd like it to be waterproof and digital. I saw some cameras going for 300$ and 200$ but before I ask my parents I want to know if there's any cameras you recommend?

They range fro US$150 to $300 or so. See which model are available in your area. Go to CNet or Google the above names to buy online. They sell them in Target.
There are highe end model from SeaLife, Sea and Sea, or Intova, but they are actually DigCam with waterproof housing. Even Canon has those.
