is this a camera a good camera?

i dont know what the different things mean. all i know is i want a cheap waterproof camera that still takes clear photos that aren't all pixel like when you look at them on the screen and that has a few different settings that i can use.
so yeah is this a good camera?

Megapixels, is no longer relevant. Forget it when comparing different cameras.
Resolution is a sales pitch to get you to pay more. You can make great-looking 12x18" (30x50cm) prints from a five megapixel camera.
Even the very cheapest cameras here have at least 5MP, so ignore pixels.

For those results your are going to want a housing and a digital SLR. To take similar but maybe not professional shots, try this...
