Alright, so I want an underwater camera for taking pictures and for videos. (: I was hoping for something around 200-250$ Range. My mom won't buy a too expensive one. ): . So anyways I was looking at the -
Olympus Stylus 850 SW - But idk yet, is there any better ones..? And with this one, do you need a housing kit with it? Or do you just get in the water with it? (What about the USB cable plug in's and stuff?)

Help appreciated ! Thanks<3.
Also, Where can I buy this camera from??... For cheap..? (Can be online.) US-FL.

All the Olympus waterproof cameras get a good write-up. I've used two, but not the 850SW, though I'm sure it's just as good. You don't need a special housing if you keep within their depth limitations, and there's a seal around the USB connector port.

The critical thing you need to know, and it will be stated on the Olympus website, is how deep they'll go. Some go to 5m, some to 10m. If you think you'll often dive down to 5m, my advice is get a 10m one, to give some margin for error, and to avoid accidents. If of course you want to go down to 10m a lot, e.g. freediving or snuba, then you may need to think about a deeper spec, but that will be above the budget you quote. The Olympus cameras all have an underwater depth warning, visual and audio, so if you're careful you'll be OK. (Both mine went to 10m, and gave you the warnings at 7m.)

then the next day after that it was fine, i took it out to take pictures perfecto. the next day after that i turn it on and it the lenses go in and out in and out making an ehhhhhh noise, then it goes in and out again goes back in and stops. then on screen it says lens error? is my camera dead? anyway to fix it, i tried many things already D; HELP its a nikon s200 by the way

You most likely got sand in your lens. Sand and water are the two things that are guaranteed to ruin your camera.
You should get a quote from a camera repair centre on a possible fix. If the fix price is too high, buying a new camera is your best option.

In future, never take your camera to the beach. If you insist on taking it to the beach, then buying an Olympus SW (shockproof, waterproof) series camera might be your best option (it can be used at shallow depths underwater, can be dropped from a small height and is ok to use at the beach).
