I am traveling to Maui this week and wanted to rent some Canon lenses and an underwater waterproof housing for my canon 20D. I can't find any rentals places online.

The Tough 8000 compromises on image quality to make a lightweight waterproof camera. However, there is a housing available for it:

You could get better pictures by getting a better non-waterproof camera and getting a housing for the underwater uses. Some better cameras include the Canon S95 and G12, for which there are available housings.
One hidden cost of the Canon brand housings, is that they have positive buoyancy (great for boaters), and they sell the Waterproof Case Weight, needed for diving, separately. The more expensive Ikelites are designed specifically for diving and provide neutral or slight negative buoyancy straight out of the box.
