I have a simpler solution. Look for the inexpensive waterproof disposable cameras out there.

It won't be waterproof.

Flexible plastic has poor transparency. Just try taking a picture through your baggy on dry land....

If you really want to take your camera into the pool or down to the beach take a look at the dicapac bags. Extra strong seals and, where the lens is, a rigid plastic port that is better to photograph through.
