What is the best action video camera that can take pictures too?

I want to take good quality video of action events - mounts on cars, helmets etc. so that i can sell it to people, also i want the same camera to be able to link to an instant photo printer.

What video camera could do this? I am from South Africa and my budget is +-R10,000 or $1,200 or less. If there is nothing at this range then what is the next most inexpensive one and at how much?

One more thing, it must be able to link up to a computer and store footage/pictures directly on the computer.
Thank you for that reply Vwbe, but I have looked at Drift and Go Pro but this is not good enough quality from the videos i saw when the videos are compared and shown at the same time on YouTube when viewed on even 720HD. It is not smooth enough for my purposes, as there is still a bit of jerkiness that makes it look home "videoey".

Q. My husband currently has an older 4MP Panasonic. So, pretty much anything I get him would be an upgrade. I don't know if I should be concerned about the harsh environment (dust, weather, etc...) So, I did consider the Panasonic TS2. I'm also interested in the FH20 and ZR3 by Panasonic also. Basically, I'm looking to get him something that is easy to use. (He doesn't play around with manual settings). It's basically for him to take pictures of the scenery and soldiers. I'm also open to any suggestions that you may have. =)

Olympus makes some P&S camera series called "Tough". They are not only dust and drop proof, but waterproof as well.
