You can visit most local dive shops. They'll have a photography section. Many will have Sea&Sea or Bonica cameras in stock that will fit the bill. Sea&Sea have a few models that they have just discontinued that you can pick up for a reasonable price.

Canon also makes a number of cameras with their own underwater housing ( extra) that the combined price also comes in under your budget.
Contrary to what someone else has said...you don't need to spend a grand to go digital underwater. Heck, I spent less than 600 for an Ike Lite housing ( top of the line housing rated to 200 feet) and my Canon 8MP A720IS combined.
These cameras and housings that I've mentioned , are all rated to at least 150 feet. Not like most "WalMart" type models that are only good to 45 feet or so or the even cheaper "day at the beach" type rigs that typically are only good to 16 feet and also are only in the 4-5 MP range. You don't really mention which you want so I'm assuming that if you want 8 MP, you want a better rig for doing macro reef photography.

from WalMart. I personally wouldn't be using it for scuba diving, but for a day at the beach or for snorkeling, it would survive and for 55 bucks and if you accidentally strayed to 60 feet, cheap to replace.
