If the camera isn't already waterproof, look for a waterproof housing or waterproof case for it.
Don't get the cheapest one unless it has a lot of great ratings--I saw a guy using one of those and it started to leak and ruined his camera.

What is the feature on a digital underwater camera that determines the visibility of the screen in bright sunlight? Where can I find that feature rated on various competitive cameras?

I guess the brightness could be rated in lumens, but I have never seen ratings given for screen brightness nor any comparison for that feature. All LCDs are pretty bad in bright sunlight. Mind you, LCD brightness seems a particularly strange criteria for selecting a camera, particularly an underwater one. Image quality, waterproofing and depth of waterproofing should be far more important.
