Best (Underwater) Cameras?

I've recently been interested in photography. My parents usually give me some kind of present for receiving Straight-As throughout the school year (a kind of expensive present) and this year, I've asked for a camera. I'm sure I can get Straight-As and I was wondering, what brands/specific cameras would be best for this particular criteria? (Things with *stars aren't necessities)

~Waterproof* (I live at the beach, but the water isn't at all clear, or clean, but it would still be cool to take underwater pictures)
~Reliable (Because it's highly unlikely I'll get my parents to buy me another camera before college, and obviously, during college I'll be on a tight budget, so...)
~$400 and below (Not sure if this is a necessity, but it would be best to be on the safe side. Knowing my parents, I can probably stretch it another hundred to 150$, so somewhere between 400 and 550.)
~A good camera (as in, has nice features and can take pictures to be proud of.)
~Good for Beginners (I truly hope this is obvious)

My camera now doesn't take good quality pictures & I thought it would be cool if I had a camera that took pics underwater without ruining the camera. I've looked at different choices & I'm trying to decide between a few choices. Olympus TG-310 Blue 14MP Digital Camera, Cyber-shot® Digital Camera TX10 or Canon PowerShot D10 12.1 MP Waterproof Camera 2.5-Inch LCD. Even know Sony's TX10 camera looks cool, I've heard a lot of bad reviews about it not being waterproof & stop working. I want a waterproof camera that will last or if you have any other suggestions for a waterproof camera, let me know! :)

Have never heard of a waterproof camera that didn't leak eventually. That said, my favorite is the Canon Powershot D10. You might want to look over these reviews.
