Those are called underwater housings.

This is one, but I would not trust it to do anything but keep rain out of your camera.
Touch screens introduce a unique challenge. Now to you use it underwater without exposing it to possible damage?
Here is a link to better underwater housing for Nikon Coolpix cameras

Answer
Most 'proper' camera housings are camera specific and won't work on just any camera, and, as has already been said, are also very expensive. Usually only the top end cameras are provided for, nobody's going to spend $2000.00 plus on a housing for a $300.00 camera.
There are cheaper alternatives, with depth restrictions, available for some point and shoot cameras. Here's a link to a few suggestions, again they are camera specific, these are for Nikon, but Canon and Pentax are available too..

Most digital camera manufacturers offer a 'waterproof' camera in their range usable to a shallow depth of a couple meters or so and offer a much cheaper alternative to a housing. Here's one, but Pentax,Canon and Fuji all do higher spec ones

Finally there are some sites that offer DIY alternatives, very much a user beware for most of them,

I don't think I'd risk my camera inside a condom!!!.
