I want a camera that is waterproof and can take pictures underwater, but can also take wonderful shots on land. Any suggestions?

If I had to pick one now, I would buy the Nikon Cooplix AW100. It has GPS built-in

Im looking for an HD video camera that I can use to film snowboarding stuff. Id be willing to spend 200-400 dollars, and I was wondering what cameras offered good quality picture and solid features for this price range.

Are you looking for a regular video camera or POV?
If you're looking at POV's (Point of View) then there's basically three options. I've spent weeks upon weeks looking at and researching these three companies.
Contour - http://contour.com/products

The top competitors from each company are the GoPro HD Hero 2, Contour +, and Drift HD. They're all pretty new so there won't be as many reviews as for their older models. I'll give you what I like and hate about each.
Gopro - Good - Waterproof, HD, Good video quality, Good stabilization, Lots of mounting accessories
Bad - Kinda bulky and not very sleek, video seems a bit saturated, menu is awful
Contour - Good - Sleek and small, HD, Good video quality, lots of features like GPS and bluetooth view finder that syncs with your smartphone (pretty cool).
Bad - Image stabilization isn't as good as the others, only water resistant (but you can buy a case)
Drift - Good - Sleek and small, HD, Good video quality, great menu, lcd playback/viewfinder on camera.
Bad- Only water resistant (you can buy a case), not as many mounting accessories as the others
