For snorkeling I would like to purchase an underwater camera, possibly one that also can film videos. Does anyone have any ideas on one that isn't too expensive (between 50-150ish) that is decent quality? Thank you!

There are few but I am going to keep your budget of $50-150 in mind.
If you are fine with Used ones too, try to buy Pentax WG-2. Nice camera. If you can't find one in your price range, look for Pentax WG-1. One of the best waterproof cameras in your price range. It is not only waterproof, it is also shock proof and sturdy. Normally sells for $199 but should not be an issue to find one around $150.

With + 5 mega pixels and +4 optical zoom. Underwater digital camera suggestions would be great. I've had my Kodak CD33 for almost 3 years now and am looking for another camera.

You should try the Pentax W30, which is a good waterproof camera for scuba diving and such activities.
