I would like to know what digital camera brand is good, with high quality, and able to rely on? What is known to be one of the best out there? I am looking for something small, for this is a gift for a young girl. I know nothing about cameras, so I need as much help as possible! I would sure appreciate it, thanks!!!

I want a waterproof camera and a camera that is touchscreen. but not a whole bunches of cash! lol I kinda like nikon coolpix cameras but i don't think they have a waterproof touchscreen camera. i want my digital camera to be waterproof, touchscreen, record videos, have black and white, sepia and all those different camera color things. and I wouldnt mind if the camera had a cool color.
