I want a waterproof digital camera with video capabilities and a minimum of 3 photos per second. Also as many megapixels as possible.
I'm hoping it will be under 500$
Any suggestions?

Waterproof digital with a lot of megapixels at 3 frames per second speed for under $500? You're dreaming.
To get 3 fps speed or better, expect to spend at least $500 on the camera alone, because it'll need to be an SLR like a Nikon D40 or Canon Rebel XT. You can't get that speed from a point and shoot.
Your only hope: get a used digital SLR like a Nikon D70s or Canon 10D or 20D SLR. And then look for a underwater SLR bag for it...and pray that it doesn't spring a leak. Or lower your expectations of what you can get for $500--like a 1 frame per second point and shoot with an underwater housing. Expect to spend about $150 for a point and shoot and about $150 for the housing--totalling $300.

What is the best underwater or waterproof digital camera that takes good video for editing?

I like to edit videos with video clips from boating and jet skiing so it has to have clear video and i would like to try shooting video underwater a little. I like small compact digital cameras that are the square hold not the camcorder flip out style. I don't want to spend more than $300. What's the best camera for me?
