This is a really stupid question because I've been able to easily take black and white pictures with all of my other cameras, but I just bought the Olympus Stylus-550 waterproof camera and I cannot seem to find how to take black and white or sepia pictures in the manual or online. Please help me. :) Thanks!

Look it up in the manual. If you have already lost the manual, browse the camera's menu system. It should be somewhere within mode or scene or special effects selection.
If you can't find one, then here's an easy way. Take the picture normally, in color, transfer the image to a computer, use the computer's photo software to change it to sepia or black and white.
If you don't have a photo software, I recommend IrFanView. It is small, fast and free. Just make sure to download the plug-ins too so you'll have the sepia filter.
If you don't have a computer, your only option then is to bring your picture (file, memory card) to a digital photo shop and ask them to convert it there.

Most capable underwater cameras for astrophotography?

Are there any underwater cameras with Manual shooting modes and the ability to capture high-ISO long exposures (at least 30 sec shutter would be ideal)? I'm looking for a camera that I can take camping (involving kayaking, swimming, etc.) and also be able to capture decent astrophotography shots that are often available in camping areas, since they are away from light pollution.
I could always buy a waterproof case for my DSLR, but I try to pack light when camping and I wouldn't want the extra bulk of a DSLR + waterproof case. Also, DSLR housing cases are really expensive!
Any suggestions for a waterproof, high-performing compact camera?

No. Ruggedized cameras don't have the same capabilities you need. If you are only shooting at or near the surface, and not diving with it, you can get less expensive surf bags for your dSLR. EWA marine makes the best low cost units. I have not used them, but Outex (http://www.outex.com/) housings look really interesting.
If you want to go mirrorless, here is a good deal on a Olympus E-PM1 camera with a housing. You would need to add strobes if you want to dive with it, but it would be good for near surface work as is.
