I have a young niece and nephew who do no sit still for anything, and want a camera that can catch them in the moment very quickly. I also need it to be be submersible, shock proof, and freeze proof.

Generally a DSLR or mirrorless system camera is best for capturing stills from action, but those are not waterproof without expensive housings.
Among the compact waterproof cameras, the Panasonic Lumix DMC-TS4 lists in its specifications: Continuous drive Yes (3.7 fps)

That's very good for a compact. Don't expect your action pictures to be sharp indoors.

It would be better if there are websites that reviewing Nikon coolpix AW100 as well. I heard form my collegues that this camera is recommended as the best digital camera for outdoor activity especially in water-proof ability. Thanks b4.

I'd say the Panasonic DMC-FT4 (otherwise knows as the DMC-TS4) was at least as good as the Nikon.
