I'm looking at an underwater fisheye 35mm film camera, and I was wondering if I took photos above water if they would turn out good.

Most underwater cameras are just regular cameras built inside a housing. These generally have the same optics as land cameras and will take fine land-based pictures.
There are a few examples of cameras designed for underwater that don't take good pictures out of the water. The best of these was the Nikon Nikonos RS. It weighed like 5 pounds (body only) and cost a fortune, but the optics were designed strictly for underwater use.
The rest of the Nikonos cameras were great underwater, but they didn't design the optics much differently from most, so they're fine in the air.
Update: The link you've given is for an all-plastic (including the lens) camera. It's not designed for great pictures above or below the water. It's for pictures with "artistic imperfections", not sharpness.

Is it worth getting a waterproof camera?

or is it better to just get a waterproof case to go around your camera? I've read some reviews and waterproof cameras aren't coming out well.... has anyone had any experience with them? Any underwater photo examples?
also this is the camera i'm thinking to get....? what do you think any good?

Also is this any good for general use too...? I've read that in reviews also that for general use the photo quality is poor?

When I dive, I use an old Nikonos V 35 mm camera.
These little P&S waterproof cameras that cost less than $400 are not designed for a serious underwater photographer. As long as you understand their limitations, then spend some more time doing your research.
NOTE: Read only professional reviews, not those from disappointed users who do not have a clear understanding of what to expect from such cameras.
Once you get below 1 meter, you start losing the reds and adding a red filter only makes your whole image red. This means you need to use some kind of flash when diving in order to get good colour in your shots
A good underwater housing for a dSLR will cost you about $3,000 for a starting point and more if you want to use more than one lens. Care and maintenance is critical to using any under water camera or housing
