The Best Brand For Waterproof Digital Cameras?

I would like a camera that can sustain weather-related obstacles like rain, snow, etc. I want a camera that is 10 Mega Pixels or higher, can capture video, and is between the range of $100 - $250. (Image Stabilization is a plus)

I would like to know what brand can supply me with a camera equal to the features i want or a camera alone that any of you may recommend.

The Canon D10 came out on top, but it is over your budget.
Pentax W60 was second, and within budget, but it lacks image stabilization.

Waterproof cases for just your camera body cost more than $1,500 - then you'll need one to go over-top of your lens. For recording video, you should use an actual camcorder/video camera.
