A common problem with underwater housing is the photo quality. Because your camera is more or less in a plastic bag, the photos you take are distorted. (Please note that putting your camera in a plastic bag WILL destroy it.) The cheap, unreliable plastic housing for your camera is over your budget by about $20.00. It's cheap, and you get what you pay for, I guess. Why risk your camera?
Your best bet would be to invest in a waterproof camera. These can obviously be used out of water, too. The Fuji preforms very well -- up to 10FT in water. It is wonderful out of water as well, with plenty of settings. I have not tried the Olympus, but it is a reputable brand, and is on an incredible sale. Either camera would suit you well.
I know that this isn't what you asked for, but I had this same problem, and found that waterproof housing is expensive! This is your best option. Good luck!

Hey, why is someone giving TomTom a thumbs down? It is perfectly legit to tell someone to use the Yahoo! guide. They can put in a fwe desires, like price or pixels, and it will lead them to some suggestions.
TomTom, maybe you can just use the link to the page: http://shopping.yahoo.com/b:Digital%20Cameras:20148412;_ylt=AphZjicVJAfeIckOrTY1sUUSssUu;_ylu=X3oDMTBpamdzYzFwBF9zAzIwMTQ4NDEyBHNlYwNiYw-- (You'll have to go there and copy the link to get the whole thing for future answers. You can have it and I won't use it if I see you are using it in the future.)
Anyhow, here's my standard "cheap but good camera" answer.
Some of our best answerers always recommends the Fujifilm FinePix F20 camera as the best-for-less choice. I have to say that I like the sample images at Steve's site (below). If Morey000 or SpaceCowboy show up after me and make this recommendation, choose them as the best answer, because I'm just passing along their suggestion. I have no personal experience with this camera. I see it at B&H Photo (available through Yahoo! Shopping) for $150; $190 with a 1 GB Sandisk memory card.

My brother has the A540 and my mother-in-law has the A530 - on my recommendation - and neither one has stopped speaking to me yet. Based on this and experience with other Canon Powershot cameras, I am now recommending the A550 as a nice and relatively inexpensive camera. The A550, which has more pixels, but offers less user control.
The A550 costs $170 at B&H and, of course, you'll need a memory card.
